BACKGROUND
KIMME & Associates, Inc. (K&A) has specialized exclusively in criminal justice system planning since 1980. K&A’s focus has been on criminal justice system analysis, facility master planning, and space programming for county jails, courthouses, sheriff’s facilities, police facilities, and juvenile detention centers. K&A has increasingly focused on studies seeking implementable ways to reduce overcrowding at local jails.

K&A has earned a strong national reputation for its criminal justice system assessment, options development, economic analysis, and process facilitation skills. It is noted for its successful translation of detail space and operational programs into functional and staff efficient facility designs while partnering successfully with local architects.

APPROACH
K&A’s success derives in large part from providing a precisely assembled team of highly skilled, multi-disciplinary experts who have rich experience guiding clients through the frequently difficult public planning process to a successful result.

K&A’s approach is highly collaborative. It emphasizes the blending of consultant skills with the knowledge and expertise of local practitioners and leaders in a team-oriented, step-by-step process customized to suit local needs. Creative responses to unique local challenges is the goal and result of K&A’s approach.

PHILOSOPHY
K&A believes that there is a strong linkage between law, policy, operations, staffing, and facilities that must be maintained throughout planning in order to attain a truly successful and economical result fully justifiable to the public.

Consistent with this philosophy, K&A provides a linked set of services responsive to each stage of the planning process. The continuity these services provide dramatically increases the likelihood that a client’s project will attain a truly effective translation of system, operational and staff priorities into a responsive facility design. “My staff and I have had the great pleasure of working with Dennis Kimme and Kimme & Associates on a recently opened major expansion of our jail facilities.  In my 30yrs. experience of working in this jail and the six expansion projects of which I have been involved, the work with Kimme & Associates stands decidedly above previous projects.  Rather than having an architect telling a client what they need, Kimme’s approach is collaborative from the start through the completion of the project.  No idea or suggestion is ignored.  Great focus is given to the client’s needs through sound planning and systems analysis.  Dennis and his team are professional and thorough.   When you are finished with the project, you have the satisfaction of knowing you ‘created’ your facility through the  expertise of Dennis Kimme and his firm.”

"I have worked with Kimme & Associates on several occasions during the past eighteen years on projects such as Master Planning, Facility Programming, Staffing Analysis, and inmate population projections.  I am impressed with their meticulous detail and ability to gain ownership from the end users of these projects.  Kimme & Associates provides experienced subject-matter professionals that approach the project with an open mind and involve local staff through each phase.  I certainly recommend Kimme & Associates to my colleagues and former co-workers."
